Select JPEGs in the Finder and use CMD-O to open all of them in single document, one image per page.. One other trick you can do import of handful of images straight into Preview. On El Cpaitan, zooming in to PDFs too far causes them to go blank, and the pixelated re-rendering problem is just as prevalent on Sierra, so upgrading did not fix much..
